Yes you have to appear there in person.
yes you do,that is the new regulation now,unfortunately. Check the requirements on Philippine Embassy Washington DC website. Also check for outreach event in your area,so you don't have to travel far. I just recently had mine done beginning last month. The whole process is quick as long as you have all the requirements ready by the time you get to the embassy. Hope these helps 😊
