Yes lots of campers float their own tubes, or kayaks. If you want to paddle upstream, good athelites have no problem. Current depends on the amount of rainfall in the last couple days prior to your visit.
Yes you can do that, we do it all the time we camp there with our canoes and kayaks put it in and put out, the currents aren't that strong unless it's been raining. We like to put in for a short trip at the downriver canoe company, you go over the bridge and there's an area to park your car or if you want further on you can go up before Compton or after Compton and that gives you either a 13 or 16 Mile ride back to the camp. We store our kayaks and canoes at our campsite.
I've seen kayakers there. I've canoed and parked my canoe at my campsite for a night. Currents vary a lot based on the season.
