Probably because it's an AIDS infested hobo town. The playgrounds are rusty, the dock is about to fall into the water, and the skate part is infested with miscreant youth.
I'm not sure but the lights go out around 10:30 then Daytona PD patrols the area around 11pm.
Because Humanity does not know how to behave after dark. This part keeps getting destroyed by pathetic excuses of humanity. There is also a homeless problem that the city refuses to address. If it's not closed at dark you end up with Bridget trolls sleeping all over the place. If you are not satisfied with this call your elected City official and complain.
