Sure is! The best time to jogging in the park is very late at night! You will have such a wonderful experience.
Yes it is a very pretty location especially in the evening. There is a dirt path around the park, as well as a nice wide concrete sidewalk perfect for jogging. A full lap around the park is half a mile. I usually do a few laps around the park before running to the Capital down East Capital street.
Lots of people go jogging here. However, the park is of a size that requires a lot of laps or extending your run onto an abbutung road. Neighboring roads are mostly residential. So they are places to run on as well.
Yes! I often will start off a run with a few laps at lincoln park, then run down East capitol so I can get more distance in. Each lap at lincoln park is only about half a mile, so you guys would have to run many laps if you're trying to run more than a couple miles. Have fun!

Yes! This is a heavily used neighborhood park with a good jogging path around the perimeter (the sidewalks are concrete, not brick). We live on an adjacent block, and I see joggers even at ten or eleven at night when I'm walking the dogs. Please arrive on foot, not by car.
Yes, however off the paths the grass is mostly destroyed and the ground is more dirt covered rather than grass covered.
It sure is! There is a nice wide brick sidewalk all the way around, and also a worn down/manmade trail just on the inside of the park. Roughly 2 laps is a mile.
