Good free parking for visiting Washington. Footpath to the Washington Monument about 45 minutes. Otherwise also nice quiet places to sit by the water.

There is no ramp or dock, but not sure about unloading. I've not seen anyone do that. I suggest calling Fletcher Boat house and asking.
There is no food readily available at West Potomac Park. You may occasionally find food trucks in the surrounding areas (walking distance). Within East and West Potomac Parks, there are grills available for use, benches, tables, bathrooms, and even a playground and softball fields. It is a great area to picnic, bringing food from home or your favorite restaurant. My Family sometimes gets crabs/crab legs from the nearby wharf open air fish market (Captain White's) along with sides and drinks to. The views are amazing.
