It is a public park so it is likely that permission is required.
Ash Woods surrounds the DC War Memorial on the National Mall in Washington DC. The memorial commemorates the soldiers from the District that gave their lives. The surrounding ash tree forest is quite beautiful and makes a nice break from the bustle of the Mall.
