Just moved to Fl. Need to change my registration over to Florida but my car would need to be insured first. How long does it take to insure a car ? Would I have to wait until NY received my plates in order for me to register my car?

Just tell insurance that you are going to register the car in Florida... they will use the vin until you get plates. You should be able to get insurance with the old plates and change the old policy to the new plates after you get the plates. Then you can shop around for new insurance. The insurance company should be able to adjust your current rate to reflect you new residence.
