If you are not sure I would stop anyway. They are chasing down and pulling over box trucks U-Haul trucks rider trucks etc. If I was you I would go ahead and stop.
Florida statute 570.15 requires you to pull into the inspection station. It makes it a 2nd degree Misdemeanor if you bypass with a livestock trailer that could contain agriculture horticulture or livestock. Administrative Code 5A.16 is the inspection procedures and by that they are to inspect all Livestock trailers empty or not. They can't tell if the livestock trailer is empty if you do not stop. You will get pulled over and they will write you a ticket.
