Since it happened in Dover, then Dover PD station. The front entrance is on Bank St which intersects with Queen St. Go up the stairs and into the main lobby. Tell the officer behind the glass you need to make a report.
The Dover PD police station. They have an entrance on the side that you can go into. They will have an officer come out and take a report.
