Depends on what car you bought from them. They may sell the cars which were traded in, which came with one key only when they bought them. It would be in the documentation. If the documentation specific about it being as-is you have no options there. Bought like three used cars so far , two from dealers both which had both keys. one from a guy who used to buy cars from auctions and resell them, that car had only one key. But it didnt have a chip or anything fancy so i got one made for like $50. Home Depot makes keys for cars pretty reasonably priced. Check them out.

Please check with the Toyota customer service but as far as i think, if you're buying a Toyota certified pre-owned, you may be eligible for one key for only. A programmed key fob costs about $250,so you may negotiate the car price by that much amount.
