You can take your chihuahua because by law they are not allowed to ask if its a service dog or not. As long as your dog is well behaved in public they cannot ask you to leave.
I have taken mine in before. Placed her in the basket and noone said anything to me.

I don't believe any animals are allowed into a place that sells food, unless they're an "ACTUAL", Accredited and Professionally Trained Service Dog for a "ACTUAL" medical condition that warrents it.
