There is no black out. Residents can make calls from pay phone in the building and also if they need there is counselors that are assigned to each resident. The staff is very helpful and knowledgeable. There are so covid Quarantine restrictions going on right now you would have to call and find out what they are because they are forever changing as restrictions are lifted.
If there is no black out? Can't they get visits or make calls, can they receive letters?
