The only concern would be snowfall so check conditions leading up to your trip. They post regularly on the park website (given the govt isn't shut down like it is currently.) Worth a trek for sure, the views are undeniably some of the best in the park. Short walk straight up the side of the rock, one of my personal favorite spots in California as a whole.
I was there the other day the driving road was clear of snow and ice but it was still closed for the season. The walk 1.6 mile walk to the trail head want bad at all! The trail/stairs to the summit was a bit treacherous! Be very cautious with children!! It is absolutely amazin at the top! I live in Indiana where there are no views like this so it a totally different world!! It definitely shows you the meaning of "Gods country!!" I highly recommend checking it out!!
The rock is incredible. I went in October with my 70+yr old grandmother and she made it. However, do check the conditions as the other Local Guide recommended. The hike is not exposed, but there are areas where I would not have gone without good shoes and dry conditions. If you have young children, I would reccomend a tether, as most of the route is not barricaded in, but has a simple railing.

Are you asking if Crescent Meadow Road will be open to drive up to the parking lot right below Moro Rock? If it is Not open, then you will have to hike that distance to reach Moro Rock Trailhead & the 350 stairs. Are you going for Sunset, or any daytime hour? Calif 2019 is getting a lot of snow & rain. Even April could surprise you. Bring the right clothes & shoes for 6,725 feet elev.
