The only concern would be snowfall so check conditions leading up to your trip. They post regularly on the park website (given the govt isn't shut down like it is currently.) Worth a trek for sure, the views are undeniably some of the best in the park. Short walk straight up the side of the rock, one of my personal favorite spots in California as a whole.

Yes, you can park at the big trees museum and then hike up the road from there in the winter when there's snow
I don't know if you mean the rock itself or the road that goes up to the top ... the road narrows as you go up, there are stretches that are quite scary, in total there are about 400 steps and in the end you only have a 1 meter wide walkway with a railing, but the experience is worth it ...

The hike is short until you get to the rock itself. Climbing the rock, although fun, took more time I felt, than the trail itself. They have stairs leading up to the top of the rock, but some parts are very narrow and you'll find yourself waiting. It took me about an hour to hike the trail and rock. I stayed on top and had a snack. It's just so beautiful on top. (349 steps to the top.)
From the nearest parking the hike is approx 50ft to the start of the 350 steps that lead to the top of the rock. The steps and path are quite narrow in places, but well worth the effort, as the views are spectacular.
