I have rode my bike on it several times. Plus a thier is a segway tour you can take which rides on it as well. so I would say yes.
I didn't see any the day I went. There are no such signs posted. Depending on time of day, I would assume there may be more people walking about with strollers and children just would, so be careful. If your are interested in a nice bike stroll just to sight see, I say go for it!
