So when did they start charging for parking? I only been there a small handful of times and never recall having to pay

I think only first 30 mins are free. Not sure but I do go every week and it's easy to get it validated.

They started it 10mths ago in March of last year (2018). The first 3 hours are free. You still with have to receive a ticket at the underground parking ticket booth..if more than 3 hours you can get it validated in the stores or at the info booth close to the elevator on the first floor.

Well I was there less then a half hour and the lady told me I had to pay $5

Not sure. But worth it for the security
