Yesterday i went to the boat ramp side and tried the fishing out there and no bites but i noticed about 4 or 5 paddle boats just sitting there... Are they free to use (i would love to be able to use one) or does somebody own them?

They are owned privately. You can store your boat out there during a certain time period during the warmer months, but they are not for public use

The lake has plenty of fish, though don't let one time discourage you. It's still a great place to sit down, cast your line and relax.
