There are signs up that say no dogs under the pavilion but I was there today and seen a few dogs that went in the pavilion. Not sure if they were working dogs or not

Dogs are not supposed to be in the pavilion. Of course, people ignore the signs and do what they want. The vendors don't want to be put in the position of enforcing the no dog rule.
