I didn't have a fast pass &c. Bought tickets, walked to the lift, went through security, next to the small theater, and was up there in less than 20. Was early afternoon weekday on a non holiday.
Anywhere between 30-60 minutes for regular entrance and 5-20 minutes for FastPass or CityPass holders
