It was both, but the tourist attraction on top of it is just a small part of the building. Sears's primary objective was to bring the entire company "under same roof", everything else came afterwards.
It was an office building basically in which they have opened the top floor for tourists to have a view of skyscrapers in Chicago
Now a days nobody invests such an amount of money for tourism.. first objective would have been business, office space... then it's a small effort to convert the upper portion for tourist attraction, they do charge you for visiting that place
Both.....from the time built there was always the observation floor....that floor has been remodeled several times
