I have scraped numerous vehicles without a title nly by filling out a form and proof of ownership..when did this policy change?

Sorry but I don't know anything about their policies, I just do reviews

There where to many cars reported stolen and being crushed for cash this took effect over 3 years ago

By state law you have to have a title for each vehicle you are scraping out if it is complete. The way around that is to cut up the vehicles body and frame, plus remove all exturnal parts as to be none drivable..
