Has the government shutdown hinder the time it normally takes to get a passport. At one time it was 4 to 6 weeks has this changed?

I was in a week ago and was told the usual time frame from one of the employees of 4-6 weeks. It didn't for me. I requested mine a week ago and expedited it and got it yesterday.
