Community cat program at Jefferson parish animal shelter

The City Of Westwego has a ban on feeding stray cats and I have seen a man who rides a bicycle on my street on Avenue A twice at night and once during the day light feeding stray cats. I took a few pictures of him on my cellphone and he waved at me and said hello because he knew that I was taking pictures of him. I couldn't get a close shot of him on my cellphone and I can't get them to zoom in closer to get a good look at him to show to the cops. We have two cat sensors in the front of the house and two in the back yard. But it still doesn't keep the cats away from the back yard and I have noticed that they are pooping and vomiting in the back yard. I believe they are getting sick from the food that man is feeding to them. He brings food in a black trash bag for the cat's. I have no idea what he feeds them but apparently it makes the cats very sick. And the cats are throwing it up in our back yard and it's disgusting 😡
