This is a little late but I hope this helps someone else, that being said I suggest asking the MVC directly for clarification, according to NJ motorcycle manual anything above 50cc is considered a "Motorcycle" so for a 200cc scooter you would need to get a motorcycle license or endorsement which the dmv does provide the related services at this location. Generally they don't give you scooter or motorcycle to test on you would have to provide your own or borrow one. That being said I would suggest looking into taking a basic riders course which is a motorcycle riders training course that you do have pay for but they provide you a motorcycle and helmet and you can get your license/endorsement that way.
