I saw a lost pug in my community at Cobble Creek Estates. He has one eye and he seems to be blind in that one. I tried to get him to come with me to take him to a shelter but he wouldn't get in my car. How to go about finding his owner?

My mom and dad lost their black pug in Reeders other side of mountain of Cobble Creek (I live in cobble creek estates). I saw a pug few months ago too at Cobble looked like theirs, was it black? Do you know where he is recently?
