I think it's best if you go to the town first and ask for a permit if needed specially if you want to block off a section of the reserve

Please fill out a "Use of Parks" request form from the EHT government page and follow the directions for submission. Further details may be required before approval is given. To expedite the process, you may want to attend the next Nature Reserve Meeting Nov 19th, 7pm at the Community Center on English Creek Ave. A detail of your exact plans would be nice.

I don't think you need a permit if you are filming public lands however, you might need to have some releease forms signed if you do any private property etc. Whst lands??
