There are elevators if you go in through the apartment side (in the back) of tapps. They will take you to the very bottom. However, they've been getting repaired for the past month and I'm not sure if they're fixed yet so you'll probably want to call and ask beforehand. If you do need an elevator, I'd advise just asking one of the staff and they can take you to them.
I am not aware of any elevators to the lower level. I've only ever used the stairs at the front/main street entrance and inside near the desk.
