Im not really sure as to why they dont but at one time they did have a specific section for smokers. Sorry I can't be more helpful. Maybe u should bring this matter up to management and express your concern especially if you're not a smoker. I do know Federal Law is cutting out all smoking in public areas like restaurants due to federal regulations and non-smokers filing lawsuits. As i stated earlier. Check in with management and find out what they have to say.

They do ... OUTSIDE ! kids eat there to why would we want our children around smoking ?
There is 2 areas in there to smoke and 1 for non smoking. Its been like that for years and still is.
I'm not sure about Why, but will bring this question- up on my next trip
