I am not 100% positive but I believe I know you need both names to sign off on the title. DMV does not monitor this site it is only Google users, so best call DMV and ask for sure

It depends on the state the title was issued in, if one of the owner's is deceased, etc. Too many factors for just a yes or no answer. Better to let on of the Service Reps take a look at it :)
