No. The license plates are a separate division. In Monroe, that office is on Roosevelt Blvd closer to where, I think, Walkup Ave. crosses... You can look up that address and get specifics.
There is also another License Plate Agency located in Indian Trail. It is also on HWY 74, in the small strip mall located just past Walmart (Younts Road location), at the end of the building.
