Yes you can see it in the horizon, but that doesn't mean that it is enough to go to the park to see it, I would recommend going in the ferry around the hudson river.

For a better view of the Statue of Liberty, take a ferryboat from the Battery Park or New York Harbour. The boat ride from the NY Harbour and back is about 75 minutes.

Yes, but faint. It's not seen in rainy days or with fog. Anyway the Staten Island ferry is free, and passes close but don't stop on the statue neither.

No, you can't see the Statue of Liberty. But if you take the boat to Staten Island, you will see the Statue of Liberty. This boat it's for free both ways.
