It always depends on the time and day of the week. If you really want to park near The Battery, your best bet is visiting either on Sunday morning or Wednesday afternoon.

It's free to visit. It's just a park after all. There's a view point of the statue of liberty but you can't see it very well. The park itself is very beautiful. Come during the spring or summer, the flowers are so beautiful! There is limited parking. But there is a parking lot. We visited on a holiday and we got parking just outside the park because there weren't alot of people.

Parking in the city is hit and miss, worse lower Manhattan. There are plenty of parking garages. So your going to pay $40-$50. But its good for your vehicle is secure, and you can spend the day in the are. Ferry is free, yes free to Staten Island and back. Beautiful views of Verrazano narrows and lower Manhattan and best goes right past Statue of liberty. Best tour in nyc and its free.. shhh don't tell.
