For the memorial, absolutely. Its simply walk up. For the museum, probably only service dogs.

Service dogs definitely. The Memorial itself is outdoors, so you can probably bring a dog. I doubt that they are allowed in the museum, but I'm not sure.

Memorial is an outdoor city plaza taking up a small block. The museum only allows service animals that are documented.
