Yes you can get tickets on the day for the museum. No problem. Be prepared to queue though. The earlier you get there the better.
Yes you can. We were going to go in, but just seeing the fountains was enough for us
The memorials where the trade centers stood you can just walk up but I don't know about the actual museum as we didn't go inside it. Sorry not much help.
