You don't need tickets for the two pools outside. You need to buy tickets for the museum either online or in person. You need to buy tickets to go up to the top of the new world trade building as well if you want to do that.
No tickets for memorial site but you need tickets for museum as well as for the top of one world, from where the view of new york skyline is spectacular. Preferably buy tickets online to avoid queues.
Not to walk around the park, you can take the metro to take there. The WTC station is pretty close and is incredible!
