For this location - Only those who are T&R ( trap and release) certified can make any appointment. The process was originally set up for strays and rescued animals to be fixed. The easiest way is to contact a dog or cat rescue and ask if they will help you out. Also, the ASPCA will not spay or neuter a cat over a certain age. All that being said, there are other locations that are open to the public for a reduced cost. Call them up and ask for those locations if you wish to go that route.
I do everything the aspca website says ... I would think 5 is early enough it's like I have to camp out ( like people do on Thanksgiving night for Black Friday ) in order to get seen
The clinics are first come, first serve. Maybe try a weekday, and different location(s). Get there way before 7am.

Have you tried a different location? Also, there is two different spay/neuter vans. One is a transport van that is for rescue professional who make appointments, and one that is first come, first served, that is open for public.
