No, they charge or ask for a donation you can probably use for tax deduction. This is a small fee because they have a veterinarian give a basic physical and REQUIRED vaccination (s) along with Neutered or Spayed procedure if needed. The costs if "fixing" the dog might be more. I'm not sure of the cost but believe it is $50 to about $100. Could be lower. Hope this explains why they charge. I did read at times they might have free adoptions. Probably if they get a pet from an owner that has taken care of the pet and they know the health history but please make a donation anyways.
No they dont give pets away for free. There is always a adoption fee or a donation fee. But the cost is very fair.
Cost is very very cheap depending on the dog. We got a cat foe $50
