Concrete as is typical with these newer HI Express facilities. As quiet as you will get in structures such as this. Agree with Shayne, always go top floor away from elevator to avoid noise overhead and from elevator traffic.
I stay at a lot of hotels. 16 nights every month. And i can't remember staying at one where the floors are made of wood except maybe some cabins on vacation, so I believe with certainty that this hotel is built like all others and made from poured concrete. There are 2 hotels in West Plains worth satying at. The Holiday express and a Hampton. I would reccomend the Holiday Inn Express. The people are great, the hotel staff is very friendly and the hotel is clean. Now this recommendation comes from me staying there for about 3 weeks last year and things do change. Its across the street from Walmart and some fast food options. Its easier to get to than the Hampton. And they had bacon every morning when i was there it seems. And a couple of ideas dealing with the noise, 1) stay on the top floor and away from the elevator of every hotel you stay at. 2) set the fan on the air conditioning to high so it runs all the time 3) down load a white noise app on your phone while sleeping
I am not sure the levels above are concrete, but we did not hear people walking around. I know exactly what you mean by that, and it was pretty quiet for us. No creaking, popping, jumping jack practice (lol) or walking around could be heard. The only noise I did hear a couple of times the next day was if someone bumped the wall outside our room with carts. Hope this helps. Safe travels 🙂
