If I had my naval pierced for a few years and took it out about a year ago, is there any way someone could pierce it again even though its not fully closed?

Ya you can get it repiericed again. Thats what i did. The first time mine was done the guy made it crooked. I let mine take a year to heal till i got it redone.

the first time it was pierced I could rip the ring right out. the piercing just didn't look right
