All ice cream is with whole cows milk. That said, some people do feed it to their dogs. They seem to be welcome on the patio, but unless a service dog health codes prohibit entering the cafe.
Not sure what you mean by "dog friendly" ice cream but I have seen people feeding their dogs I've cream outside on the patio. Dogs shouldn't have chocolate so you could avoid that.
