Absolutely. I am Italian-American and adopted Hinduism quite a while ago. This is the first temple I've attended. From the very first day I was welcomed. I was even coached by a few of the priests in what to do.
Yes, everyone is welcomed here equally. Please feel free to visit any day per your convenience, you might want to check the temple hours though if you are visiting during week days.
To your question - Hindu can be anyone. It is a way of life and/or living, that is very inclusive. If you wanted to get in to the temple, I see no reason why not. However, I think this temple is not a public property, and hence checking with the staff quickly might help to make sure you get to know the aspects like what to wear etc.
