You have to go back to the old apt management office and tell them they need to stop charging you rent. Take the lease from the new apt with you. I don't know the situation with the family member that's staying in the old apt, but if housing knows that they are staying there they're supposed to charge that family member, not you. If they don't know that the family member is living there then that family member will have to move in order for them to stop charging you, but you can't be on the lease of 2 NYCHA apt.

Go to housing. Explain the situation to them. They will tell you what you have to do. You are not suppose to leave housing apartments to other people.
