Yes. The tests are in English. And they are very strict with the inspection test (pre-trip). You have to mention the names of all the parts and their possible defects. The price is one of the cheapest I could find. It ranges from $500 for one day, up to $2,500 for 2 weeks, with tests included. The practical tests cost $600 for all 3, pretrip, parking and road. If you need to remove the E restriction, I advise you to take at least one day and learn everything well before going to the test or you will not pass the inspection.
