Yes there is an elevator and also bathrooms on both floors.
Yes, there is an elevator. There are two types of tours. One that is done by person and other is self-guided with the use of a map and your smart phone. I like to read everything, so the self-guided tour allowed me the time to look through pictures, articles and other items without impinging on other's time.
