You want to charge me to turn over my two dogs that I no longer can care for, you charge 30 dollars to surrender an animal no wonder people let them just run free cause you want to charge people to give up their animals

So, again, why should they take on your responsibility for free?! Plus, if you are out of work, or have very low income, show this to them and they will take the dogs without charging you. Usually this is not the case, cuz people always want help for nothing in return. You help them with a very small fee toward caring for them and they will help you, unless of course, you lost your job and can show them you have no money. If they helped everybody for free, they would not be able to do what they do!!!
