Why has it been 4 months and still no repair to the garbage disposal in apt 1118? Does that mean rent shouldn’t have been paid for that long? Since maintenance can’t even do their job.

Go into the office and ask. Legally - not fixing a garbage disposal isnt justification for rent reimbursement as it is not a necessity such as a/c.
