Sometimes even adults have fun. I would say bring them when they are entertained by the world around them.
My 10 year old still has fun there.
Sitting or crawling baby till about Kindergarten/1st grade. I went in April with my new walker and almost 5 year old (Kindergarten in the Fall) and everyone was entertained. I think too much older would get bored quickly
