Hmmm, I'm sorry, I don't know the answer to that... I'm not from the immediate area. However, it is not uncommon in Maryland for local restaurants to be closed one day/night. Gives the owners a night off. Though I've only been to Caruso"s once, it's my opinion that they are worth the wait.
As a smaller local business, they're bound to have a more limited staff than other restaurants you may be accustomed to. So being closed on lower traffic days makes sense for a business like that. There are plenty of garbage chain restaurants that are open on Mondays.
