Both, usually Clippers on the sides and back for shorter hair, and scissors for the rest.
He does both, I get s buzz cut so mostly clippers and finish with scissors.. I've seen other get all scissors a and finish the edges with clippers.. and clippers to alll bushy eyebrows as needed..
