Do they allow small rafts or tubes to just float around?

Only outside the roped areas. Little ones can wear floaties on their arms, but no rafts.

Yes they do, just not in the ropes areas where the children swim.

Yes all kinds of kayaks and boats everywhere even rentals if so desired

I don't believe so in the swimming area but maybe in the lake you can.
